Non-domiciled CDLs were in DC Appeals yesterday. Where does it go next?

At oral argument in Lujan v. FMCSA, the D.C. Circuit accepted the one idea the non-domiciled CDL rule was built on and spent the rest of the hour on the parts the agency bolted onto it. If the rule falls, it will fall on the exemptions and the clerks, not on the principle.
